Few questions about MCU time travel

1: In Endgame, they establish that you can't time travel within the same universe, that time traveling simply creates a new universe, so does that mean every time someone travels time in Endgame, trillions of new lives are created in an instant due to a new time line being made? So can a time traveller just technically become a God, creating new universes full of life whenever they want by travelling to different times to make new timelines?

2: Endgame establishes Back to the Future time travel rules as bullshit, but Loki season 2 straight up uses Back to the Future time travel rules, completely contradicting Endgame, so what gives? I enjoyed Endgame's version of time travel because it avoids the time travel paradox, but then they just introduce Back to the Future time travel anyway?
